Chongqing City is the only municipality directly under the Central Government in West China, the economic center at the upper reaches of the Yangtze River, with an area of 82 thousand square meters and a population of 30 million. It is the city with the largest population in China. On September 20th, 2007, the State Council ratified Chongqing’s General Urban and Rural Developing Plan (2007-2020) (referred to as the General Plan hereinafter), which is the first general plan for the urban and rural development authorized by the State Council.

• The new General Plan makes explicit the five orientation of Chongqing:
• It is one of our country’s important central cities.
• It is a famous historical, cultural city of our nation.
• It is the economic center at the upper reaches of Yangtze River.
• It is an important modern industrial manufacturing base.
• It is the intersection of transportation in Southwest China.

The new General Plan also makes clear of “4 Aheads”: its economic development will walk ahead of the other cities in the west by building the city in a faster manner into an important center in the west as well as at the upper reaches of the Yangtze River; taking advantage of its planning of the economic development in the city and the countryside as a whole it will also walk ahead of the other cities in the west, aiming at building a municipality directly under the Central Government with urban and rural coordinate development; it will strides ahead of the others as far as its social harmony is concerned, realizing the target of comprehensive construction of a well-off society; and it will realize the harmony between the human and nature ahead of the other cities as well, achieving the goal of harmonious development of economy, society and environment.

According to the General Plan, the total population of Chongqing City will reach 30 million in 2010, including urban and town population of 16.15 million, and its population urbanization level will up to 53.8%; by 2020, the total population of Chongqing City will reach 31 million, including urban and town population of 21.6 million, and its population urbanization level will up to 70%.

According to the General Plan, the population living in the urban districts of Chongqing City will be 7.3 million by 2010, of which the urban and town population will be 6.6 million; by 2020, the total population living in the urban districts of Chongqing City will reach 9.8 million, of which 9.3 million will be urban and town population. Based on the General Plan, the urban construction land will occupy 580 square kilometers by 2010 and 865 square kilometers by 2020.

By 2010, the urban and town construction land would reach 401 square kilometers in the central urban area with an average construction per capita of 77.1 m2. By 2020, the urban and town construction land would reach520 square kilometers in the central urban area with an average construction per capita of 81.89 m2.
